The Government of Pakistan has selected a leading U.S.-based international consultancy firm to assist with the upcoming spectrum auction, which aims to enhance Next-Generation Mobile Broadband Services in the country.
NERA Economic Consulting emerged as the top contender, with the lowest financial bid of $0.750 million. This firm will provide consultancy services for the auction of IMT Spectrum, which is expected to boost Pakistan’s telecommunications infrastructure significantly.

In fact, the Pakistan Telecommunication Authority (PTA) issued a Letter of Intent (LOI) to NERA, requiring them to respond within seven working days. The objective is to complete the 5G spectrum auction by April 2025. NERA and Aetha Consulting Limited were tied in terms of technical bids. However, NERA’s financial proposal stood out as the most cost-effective, ultimately leading to its selection.
Five international consultancy firms, including Aetha Consulting Limited, Detecon Consulting FZ-LLC, Frontier Economics Limited, KomKonsult (Private) Limited, and NERA, were considered during this process. Although all of these firms met the technical requirements, NERA’s financial bid of $0.750 million was the lowest, positioning them as the preferred partner.
The Role of the Consultancy Firm
NERA will play a crucial role in advising the Government of Pakistan on several important matters. Their scope of work includes policy actions and reforms that are necessary for improving infrastructure investment, expanding broadband access, and ensuring the sustainability and growth of the telecom sector. Key Objectives of the PTA 5G License Auction Spectrum
NERA will also be responsible for suggesting a phase-wise auction of paired spectrum in the 700 MHz, 1800 MHz, and 2100 MHz bands, as well as unpaired spectrum in the 2300 MHz, 2600 MHz, and 3500 MHz bands.
Furthermore, the consultancy firm will determine the per-MHz spectrum price in USD and PKR, with projections for the next three years. This price determination will use demand and supply models and propose innovative payment options, such as flexible or dynamic installment plans.

Another essential component of NERA’s consultancy is developing a comprehensive report on spectrum valuation. This report will include the base price in USD and PKR for paired and unpaired spectrums across various bands, with future projections.
